The best layer 1 blockchains for DeFi activity are generally the ones with the deepest liquidity, the widest range of established protocol types, and the longest track record of surviving market stress — not necessarily the ones with the highest headline TVL number at any given moment.
TVL is a useful starting signal but an incomplete one. A chain's total value locked can be inflated by a single large protocol, by circular incentive programs that pay users to deposit temporarily, or by double-counting assets that are wrapped and re-deposited across multiple protocols on the same chain.
What to look at beyond headline TVL
Protocol diversity. A mature DeFi ecosystem has independent, competing options across the core categories: at least one major DEX, a lending market, a stablecoin issuer or robust bridged stablecoin supply, and often a liquid staking protocol. A chain where 80% of TVL sits in a single protocol is more fragile than one with activity spread across several independent, competing protocols.
Liquidity depth, not just size. A chain can have high TVL concentrated in a few large positions that would move the market significantly if withdrawn. Check trading volume and slippage on major pairs, not just the TVL total, especially if you plan to trade meaningful size.
Track record through stress. Ethereum and its established rollups have processed multiple bear markets, exploits, and periods of extreme volatility without systemic failure. Newer chains with high current TVL haven't necessarily been tested by a full market downturn, and it's genuinely unknown how their protocols and liquidations behave under sustained stress.

Every DeFi position carries smart contract risk regardless of which chain hosts it — bugs, exploits, and malicious admin keys have hit protocols on every major chain, including the most established ones. Newer chains with less-audited infrastructure add a layer of platform-level risk on top of individual protocol risk: a bug in the underlying virtual machine or bridge, not just the application, can put funds at risk.
